While I would be open to a grand compromise in which the unions, business and labor closed ranks on the issue of pension reforms, there can be no change in benefits without constitutional change and it was extremely unlikely that support would have been generated for a constitutional change, even before Governor Pritzker announced his opposition. The financial plan that I have presented fully funds pension[s], while structurally balancing the budget and capping future property tax increases.
